Per information from the ARRL Nebraska Section Manager:

The International Amateur Radio Union has posted a list of HF
frequencies known to be in use by Japanese hams as part of their
emergency response to its Region 1 website:

7043.0 - JR3QHQ the Osaka branch manager of the JARL is using this
frequency to gather incident info and forwarding this onto the Internet.

7075.0 - Operated occasionally by JL3YSP in Wakayama

7030.0 - JARL emcomm frequency in their bandplan in use by JA7RL, a JARL
regional station

Art also passes along that the following ranges of frequencies are
assigned for emergency QSO:

3520.0-3530.0, 7025.0-7035.0, 14090.0-14110.0, 21190.0-21200.0,
28190.0-28210.0 kHz, along with 50.100 MHz, 51.000 MHz, 141.000,
145.000, 430.100, and 433.000 MHz

Art (K0AIZ, the Nebraska SM) received confirmation of these frequency
ranges from JE1TRV, who is secretary of a DX club in Japan, and JG1EIQ
sent the same frequency ranges to WA0SAQ in an e-mail on behalf of JARL
ops and volunteers asking that the frequencies be kept clear.
